Just to clarify:
Are you looking to tone up your hips or to reduce specifically your "leg weight"?
If just to reduce leg weight, it would generally be reducing your overall body weight. You will need to consider a weight management program. I can get a strength and conditioning coach to advise on that.
If it is to tone your hips, you can consider some specific exercises. An example would be

Exercise prescription should start off slowly depending on your exercise ability (or tolerance). As a start, you can consider 3 sets of 8 - 10 repetitions. Remember, you should feel the muscles at your hip working (feeling contraction resulting to tiredness). Otherwise you may be doing inaccurately. After a good series of workout, you may feel slight hip aching and discomfort, which should get better with regular exercises.
You should expect to see results (tone muscles) within 4-6 weeks.
We can discuss further different types of hip exercises if you're keen.

Re: Exersices for tight hips
Generally, the human body is proportionate of the arms, body and legs.
If you are looking just specifically at leg, you may consider looking at more exercises targeting the legs to tone it up. Please see above exercises. You will need a regular routine and lotssa perseverance to stick to the routine.
Alternatively, liposuction would be a more costly approach. For any operation entails some degree of risk. You will need to discuss with a doctor on such options.
